In Florida, when applying for a Florida title, plates or vehicle registration that comes from out-of-state a statement confirming the accuracy of the vehicle identification number (VIN) and the odometer reading. The Florida Department of Highway Safety and Motor Vehicles requires these to be filled out by the police, county sheriff or a Florida notary in person before going to the local tax collector or tag office for registration. The tag office or county tax collector won't complete this on-site!
Furthermore, the VIN must be physically checked and certified by an authorized person. Notaries public are among those authorized to perform this certification. To facilitate this process, the Florida Department of Highway Safety and Motor Vehicles has provided a specific form.
The notary public will review the form for completeness before proceeding with the notarization. The form requires the notary public to attest that they have physically inspected the vehicle and verified that the VIN matches the one recorded on the form.
